Read the 24-hour clock straight out: 14:30 = vierzehn Uhr dreißig. This is what you hear in the listening exam at stations and airports.

Why halb is confusing: English says "half past three" (looking back). German says halb vier (looking forward to four). So halb + a number always means 30 minutes before that number.
Asking: Wie spät ist es? or Wie viel Uhr ist es?
At what time: Um wie viel Uhr…? — answer with um: um acht Uhr.
